Harbour Village requires 1-month min per HOA and is NOT on the approved STR list. Among the most permissive jurisdictions in Volusia County at the municipal level. Always confirm building or community HOA rules — minimum stays and approval processes vary widely by association. 2008 ordinance grandfathered before state preemption. ~190 registered STRs total. No new residential STR registrations permitted. Scarcity = premium.
